How CarSarthi estimates on-road prices

A car's on-road price is what you pay to drive it away: the maker's ex-showroom price plus the charges for registering and insuring it. CarSarthi's on-road figures are estimates for a new private car registered by an individual in Delhi, Mumbai, Bengaluru, Chennai and Hyderabad, built only from official rates. They are not a dealer's quote.

What every estimate includes

Third-party insurance

A new car must have 3 years of third-party cover from the start. The premium is set by regulation, the same in every state, by engine size (or motor power for an electric car); hybrid electric vehicles get 7.5% off, and 18% GST is added.

Petrol, diesel, CNG and hybrid
Up to 1000 cc₹6,521
1001–1500 cc₹10,640
Above 1500 cc₹24,596

TCS

The seller collects 1% of the price as tax collected at source on a car costing more than ₹10,00,000. It isn't a cost in the end: you can claim it against your income tax.

Road tax

Not charged: electric cars up to ₹30 lakh ex-showroom are exempt until 31 March 2030 (Delhi EV Policy 2026). Above that price an electric car pays the ordinary rate.Source: Delhi Electric Vehicle Policy 2026 (Delhi Gazette, in force from 1 July 2026), clauses 4.7.1 to 4.7.3

The Act charges a percentage of the car's cost, the same for every fuel. Diesel cars pay 25% more: the Transport Department's road tax page says “For DIESEL PROPELLED Vehicles 25% of the Applicable Tax will be Charged Extra.” (that line sits after its tables for commercial vehicles; the notification it refers to for private cars is not published on the site).Source: Transport Department, Delhi: road tax rates

Registration and other one-time charges

Left out for Delhi

  • Delhi's one-time parking charge, which is collected for the municipal corporation when a car is registered: the Transport Department lists it among the charges but doesn't publish the amount, so CarSarthi doesn't guess it.

Maharashtra taxes diesel cars two points more than petrol and hybrid cars, and factory-fitted CNG cars less (8, 9 or 10% since 1 July 2025). These are an individual's rates, the same in Mumbai as anywhere in the state; a company-owned or imported car pays twice the rate, up to 20% of its cost, and the tax is capped at ₹30 lakh. The law charges it on the invoice cost with any discount added back; the estimate uses the ex-showroom price.Source: Maharashtra Motor Vehicles Tax Act, 1958, section 3(1D) and Third Schedule Part I (Law and Judiciary Department text as on 14 August 2024; CNG/LPG rates as amended by Mah. Registration and other one-time charges

Not settled by the official sources

  • The tax base. Maharashtra's law defines a car's cost as the invoice price including central GST but does not list the state's own GST. CarSarthi could not confirm whether RTOs leave it out, so the estimate charges the rate on the full ex-showroom price. If they do leave it out, the road tax is about 8% lower than shown for a car with 18% GST and about 14% lower for one with 40% GST.
  • Whether the ₹58 postal charge for the registration certificate is compulsory and still ₹58 (it rests on a 2023 order and the state's arrangement with India Post): the estimate includes it.
  • Whether electric cars pay the ₹200 smart-card fee: the estimate charges it.
  • Hybrids pay the petrol rate: the law has no row for them, and no official text names them.

Left out for Mumbai

  • Maharashtra's environment tax, which is charged only on cars more than 15 years old.
  • Entry tax, which is due only on a car bought outside Maharashtra.
  • The Maharashtra EV Policy's purchase incentive and toll waivers for electric cars: they are not charges at registration.

Karnataka charges the same lifetime-tax rates on petrol, diesel, CNG and hybrid cars, with no separate rate for a company-owned car, plus an 11% cess on the tax and ₹1,000 for the transport workers' welfare fund. The law charges the tax on the invoice cost including GST; the estimate uses the ex-showroom price.Source: Karnataka Motor Vehicles Taxation (Amendment) Act, 2026 (Karnataka Act 29 of 2026): Schedule Part A5, lifetime tax for motor cars, in force from 1 May 2026

Not estimated for electric cars in Bengaluru yet: Karnataka's law has taxed them at 5%, 8% or 10% of the cost since 1 May 2026, but CarSarthi has not yet read an earlier government order exempting electric vehicles from tax to confirm it no longer applies.

Registration and other one-time charges

Not settled by the official sources

  • Electric cars: whether a 1 April 2024 order exempting electric vehicles from tax, and the Karnataka Clean Mobility Policy 2025-30, still exempt any electric cars after the new rates of 1 May 2026. Until both are read, Bengaluru shows no estimate for electric cars.
  • Hybrids: whether the Karnataka Clean Mobility Policy 2025-30 changes their tax has not been read yet; the estimate charges them the full rate.

Left out for Bengaluru

  • Karnataka's green tax, which is charged only when a car more than 15 years old is re-registered.
  • The ₹200 temporary-registration tax, due only when a car needs a temporary registration; new cars are normally registered permanently at the dealer.

Registration and other one-time charges

Not settled by the official sources

  • Whether electric cars pay the ₹2,250 road safety tax. The EV order exempts them from “motor vehicle tax”, and the Act calls the road safety tax an additional tax; no official page settles it, so the estimate charges it.
  • Whether electric cars pay the ₹200 smart-card fee: the estimate charges it. The ₹600 registration fee is waived for battery-operated vehicles under rule 81.

Left out for Chennai

  • Tamil Nadu's green tax, which is charged only on cars more than 15 years old.
  • Any service or postal charge added at registration: none is published with an amount.

The same rates apply to petrol, diesel and hybrid cars, with no diesel surcharge. They are the rates for a car owned by an individual (company-owned cars pay more); since 23 March 2026 an individual's second car pays the same. The law charges them on the car's cost including GST, never less than the ex-showroom price; the estimate uses the ex-showroom price.Source: Government of Telangana, G.O.Ms.No.53, Transport, Roads and Buildings (Tr.I), 13 August 2025: Sixth Schedule life tax, in force from 14 August 2025 (Transport Department's life tax page)

Not estimated for CNG cars in Hyderabad: the Transport Department's tax-exemptions page still lists a five-year tax exemption for vehicles running on battery, CNG or solar energy (G.O.Ms.No.82 of 1993), while the 2025 rate table makes no exception, and CarSarthi could not confirm which applies to a new CNG car.

Registration and other one-time charges

Not settled by the official sources

  • Whether electric cars pay the ₹5,000 road safety cess: the EV exemption order is older than the cess and doesn't mention it, so the estimate charges it.
  • Whether the EV waiver of “registration fees” covers the ₹200 smart card: the estimate waives both, as Delhi does. The 0.1% registration certificate service charge is a separate user charge and is charged.
  • The EV exemption ends on 31 December 2026 unless Telangana extends it; after that date the estimate charges the ordinary rates.

Left out for Hyderabad

  • Telangana's green tax, which is charged only on cars more than 15 years old.

What is not included anywhere

  • Own-damage (comprehensive) insurance and add-ons: insurers set their own prices.
  • Accessories, extended warranty, service packages and any dealer handling or logistics charges.
  • Discounts and offers, loans (and the hypothecation entry on the registration), and fancy registration numbers.
  • Lower rates some buyers get, such as concessions for women owners where they exist: the estimate uses the standard rate.
  • Personal accident cover for the owner-driver, and any GST charged on the registration fees.

Where the ex-showroom price comes from

From the maker, as each car's page says. Most makers publish a Delhi price; some name no city. CarSarthi adds each state's charges to the maker's price as published, and the page says when that price is not the city's own: a car's ex-showroom price can differ slightly from one city to another.
